DESCRIPTION:In June 2026\, the Qazaq Nuclear Frontline Coalition (QNFC) published a policy paper “From Harm to Justice: A Needs-Based Assessment of Nuclear-Affected Communities in Kazakhstan and Policy Pathways for Implementing Articles 6 and 7 of the TPNW”. \n\n\n\nThis policy paper is shaped by lived experience\, community knowledge\, and a shared commitment to nuclear justice. It is not a conventional policy paper written solely from institutional or academic distance. Developed with care and responsibility towards every human being\, animal\, ecosystem\, and the Qazaq steppe that has endured the lasting scars of decades of nuclear detonations\, this paper is written with our land\, water\, collective wellbeing\, and future generations in mind. \n\n\n\nAuthored by Aigerim Seitenova and Yerdaulet Rakhmatulla\, co-founders of the Qazaq Nuclear Frontline Coalition (QNFC)\, the рaper examines the devastating humanitarian\, environmental\, and intergenerational consequences of Soviet nuclear detonations in Kazakhstan and explores pathways for implementing Articles 6 and 7 of the Treaty on the Prohibition of Nuclear Weapons (TPNW) on victim assistance and environmental remediation. \n\n\n\nDeveloped on a grassroots basis with limited resources and informed by nuclear-affected community – members from Semey (former Semipalatinsk) and Pavlodar\, this research deliberately departs from conventional models in which external institutions assume primary authorship and direction. The policy paper includes key findings on the needs of affected community members\, drawing on survey findings\, focus groups\, and interviews\, to identify persistent structural gaps relating to healthcare access\, compensation mechanisms\, disability recognition\, environmental remediation\, socio-economic insecurity\, and access to information. It also produces policy recommendations to advance policy proposals directed at the Government of Kazakhstan\, TPNW States Parties\, international organisations\, academia\, civil society organisations\, nuclear-affected communities\, nuclear-armed states\, and states relying on nuclear weapons within their security doctrines. \n\n\n\nThe recommendations seek to strengthen survivor-centred\, participatory\, and rights-based approaches to victim assistance and remediation efforts\, while supporting broader goals relating to accountability\, human security\, and the elimination of nuclear weapons.The event will also feature an opening video from Moruroa e Tatou\, marking the 60th anniversary of the first nuclear detonation in Mā’ohi Nui\, which took place on 2 July 1966.  \n\n\n\nDate: 2 July 2026 \n\n\n\nTime: 12:00–13:30 UTC | 5:00–6:30 PM Astana | 2:00–3:30 PM CEST | 8:00–9:30 AM EDST \n\n\n\nFind the meeting in your time zone here. \n\n\n\nOnline via Zoom \n\n\n\nRSVP to join the discussion  \n\n\n\nThe event is free and open to the public\, but please RSVP to confirm your attendance. Led by Carla Ibled \n\n\n\n“Dr Carla Ibled is a Career Development Fellow in International Political Economy at Durham University. Her research on neoliberal networks’ activism has led her to study how these networks have been involved in long-term lobbying campaigns for the commercialisation of outer space. She published a report about this (“Star Wars: Why the Left Should Protect the Status of Space as Humanity’s Commons”) with the British think tank Common Wealth in April 2025.” \n\n\n\n5.50pm Commoners Choir Led by Jane Morland \n\n\n\nA strange yet open and inclusive choir that meets in leeds. He has lived and worked in Montreal\, London\, Berlin\, and now Leeds. He has worked with Rhys Chatham\, Arthur Russell\, La La La Human Steps\, Bettina Koester(Malaria)\, Fiona Templeton\, Glenn Branca\, Slash Orchestra\, Zero Ping\, and the Woodentops. He assisted the Belorussian duo\, Naviband\,for the English release of Girl In White. Additionally he has served as a producer for music and performances in Europe and the US. As well\, he has created Sexiland\, a Berlin dance club in the‘90s\, and in the 2000s\, Stranded In Neverland ( SIN Bar) Performance Space\, also in Berlin. In London\, he presented Bisplitters and The Butterfly Lounge. His music is a fusion of Americana\, Experimental\, Folk\, Jazz and Rock\, often engaging in timely topics. His latest album release is just that. War Is Family (Surviving the Cold War and the Unraveling of an Imagined America) is a spoken word and music ‘radio drama/opera’ about growing up in Texas in the Cold War years.
